To all 710 Corridor Tenants:
The following letter from the Director of Transportation, Jeff Morales to Assemblymember Carol Liu directly impacts all tenants. This is the direct result of Carol Liu and her Chief of Staff, Suzanne Reed, who have worked SO hard on our behalf for more than a year. They refused to allow Caltrans to continue their unfair and inconsistent treatment of the tenants. Because of Liu and her staff, we have been granted a moratorium on the recent rent increase and a task force to bring forth the many issues will be organized immediately.
We all owe a huge debt of gratitude to Carol and Suzanne. We hope each one of you will let Carol's office know how much we appreciate their tireless work and effort on our behalf.

Dear Assembly Member Liu:
In response to your recent letter and our subsequent meeting regarding your concern on the 710 Corridor, I would like to assure you that the Department of Transportation (Department) is committed to improving our landlord-tenant relationships.
In this regard we have suspended all rent increases until January 1, 2003. During this suspension period a multi-disciplined task force will be given the opportunity to review both our process for establishing "Fair Market Rent” and our current "Rental Increase Policy.'' The task force would have members representing the three cities in the corridor; tenants of each of the three communities; the Department of Housing and Community Development; and the Department. Any recommended changes from the task force will be due November 15, 2002, to allow the Department time to consider and implement as appropriate prior to January 1, 2003.
While the Department continues to strive to meet its obligation to receive "Fair Market Rent" we have also tried to be sensitive to the impacts on our tenants. The challenge of how to reach the fair market goal while being sensitive and fair to all tenants is something we have continuously struggled with. I am, therefore, looking forward to receiving the task force's recommendations.
The Department will be addressing the maintenance issues through direct contact with each and every one of our approximately 400 tenants in the 710 Corridor. Tenants are being asked to return a form identifying specific issues. The Department will subsequently review, document, and schedule necessary repairs as soon as possible.
Our goal remains to ensure that all tenants are treated with fairness and equity as we carry out our responsibility to manage these public resources effectively. I look forward to your continuing involvement and support for an appropriate resolution.
